适当进行分片的系统作为基础层更好。给定一个实施分片的基础层，你总是可以通过构建一个 Rollup 来在其上创建一个中心化的生产系统。但是，如果你有一个依赖于中心化的区块生产的基础层，那你就无法在上面构建一个更加去中心化的 Layer 2。
